Why does a horizontal fence cost more than a regular privacy fence?

The boards span from post to post, so posts must be set closer together and dead plumb, the boards need a better grade of lumber, and the labor is closer to finish carpentry. Same wood, different build.

What wood is best for a horizontal fence?

A clear, straight grade of cedar or similar. Long horizontal boards show cupping and twist far more than vertical pickets do, so lower grades that work fine on a picket fence look bad here.

Do horizontal fences sag?

Boards can sag or cup over a long span if the posts are spaced too far apart or the lumber is too light. Closer post spacing and thicker boards are the fix, and both belong in the price.
